When you're upside down, pretend you're sitting - and extend your tail as you paddle downward. Then, you tuck your tail in while you move it upward! Think...umm, think of a jellyfish, or maybe flapping wings. Your pick!
[And to demonstrate, she does half a somersault and stops upside-down, and tries to maintain that position.]

A pity that there's no escaping the pervasiveness of such a pest, even if undersea society has also presumably bred some useful varieties.
